The best Disney World rides for babies and toddlers, park by park, and the ones that scare them
The short answer
Magic Kingdom has the most: it's a small world is on all eight toddler lists we read, and Dumbo, Winnie the Pooh, Peter Pan and Under the Sea on seven. EPCOT's best are The Seas with Nemo and Frozen Ever After, Hollywood Studios' Toy Story Mania, Animal Kingdom's Kilimanjaro Safaris. Haunted Mansion and Pirates frighten toddlers most.
Which Disney World rides can a baby or toddler go on?
Any ride with no height requirement, which is most of the gentle ones: Disney sets no minimum age, only minimum heights. Disney's park rules add that a child under 7 must ride with someone aged 14 or over.
Whether a baby can ride on your lap or in a carrier is not published anywhere by Disney. The only Disney-hosted answer is a 2018 planDisney panellist, which Disney marks as possibly out of date, who said a carrier was fine on Pirates of the Caribbean. Parents on DISboards the same year reported being refused on Winnie the Pooh.
Ask the cast member at the entrance, and expect to take a baby out of the carrier on any ride with a lap bar.

Three are single lists for the whole resort, so EPCOT and Hollywood Studios get fewer votes. Heights are from our own records, checked against Disney's pages.

The Walt Disney World Railroad, on four lists, closes for refurbishment from 28 September 2026 and is expected back in November, Disney's page says. Astro Orbiter has no height minimum, but outlets warn it is higher and faster than Dumbo.

What are the best Hollywood Studios rides for toddlers?
Every list agrees Hollywood Studios is the hardest park with a toddler: only two of its rides have no height requirement.

Zootopia is a disagreement. Disney tags Zootopia: Better Zoogether! dark and loud, while TouringPlans and Disney With Toddlers say it is not scary. That is the reverse of Remy and Runaway Railway, where Disney says nothing and parents report tears.

Disney's own tags do not settle it: among these rides only Tower of Terror, which needs 40 inches, is tagged "scary". Disney tags Haunted Mansion "dark" and calls it "mildly frightening" on its page.
The fear window is roughly 18 months to 4 years. Mouse Hacking, TouringPlans and a DISboards parent all put it around there: babies under about 18 months are rarely bothered, and by 4 most children can be talked through it.
Which toddler rides on older lists have closed?
Several well-read toddler lists still send families to attractions that have gone: It's Tough to be a Bug! (closed March 2025, now Zootopia), Muppet*Vision 3D (last day 7 June 2025), Tom Sawyer Island and the Liberty Square Riverboat (July 2025), and DINOSAUR with the rest of DinoLand, TriceraTop Spin and the Boneyard playground among them.
